中国有句俗话说，“天塌下来有高个子顶着。”根据英国伦敦帝国学院的研究，欧洲人的平均身高在各洲中是最高的。霍根委员也是我见过的个子最高的贸易部长。对于处于危机之中的世贸组织，我们需要“高个子”挺身而出，支撑危局。我们始终认为，欧盟是多边贸易体制的支持者和捍卫者。新任欧委会主席冯德莱恩在给贸易委员霍根的Mission Letter中也再次强调“欧盟处于以规则为基础的多边体系的中心”，明确“欧盟的首要任务是引领WTO改革”。
There is a Chinese saying that “The taller man will hold it up when the sky is falling.” A study of Imperial College London shows the average height of Europeans is the tallest across continents. In a time of crisis, we need "tall men" to uphold the WTO so as to avoid its collapse. And luckily, Commissioner Hogan is the tallest trade minister I have ever met.
It is not doubt that the EU is a staunch supporter and defender of the Multilateral Trading Systems. We can see that clearly in the Mission Letter addressed to Commissioner Hogan by the President of the European Commission, Ursula von der Leyen, and I quote, “Europe’s place is at the heart of the rules-based multilateral system. …A top priority will be to lead the reform of the World Trade Organization.”
我们赞赏欧盟在为尽快启动上诉机构成员遴选，推动临时上诉仲裁安排以应对上诉机构暂时“停摆”等方面所做的积极努力和展现出的引领能力。
To be specific, China commends the EU’s leadership in seeking solutions to unblock the selection process of Appellate Body Members and working on a Multiparty Interim Appeal Arrangement in response to the current situation.
我们赞赏欧盟积极参加电子商务、服务国内规制、投资便利化等联合声明，及为在MC12上收获具体成果而进行的努力。
China appreciates the EU’s active engagement in Joint Statements Initiates such as E-commerce, Domestic Regulations, Investment Facilitation for Development, with a view to achieving meaningful deliverables at the MC12.
我们赞赏欧盟为帮助发展中国家和最不发达国家融入多边贸易体制提供的大量切实有效的技术援助和能力建设支持。
China also applauds the EU for providing generous and effective technical assistance and capacity-building to help the developing members and LDCs better integrate into the multilateral trading system.
我们期待与欧盟加强合作，推动世贸组织尽快走出困境。
In this regard, China looks forward to continue working with the EU and lift the WTO out of the difficulties.
主席先生，我们对欧盟贸易政策的关注主要来自两个方面：
Having said that, Mr. Chair, I would also like to raise some concerns over the EU’s trade policies.
第一，我们不认同欧盟将WTO当前危机根源归咎于所谓的“缺乏有效约束非市场政策做法规则”，这种认识不仅是错误的，而且十分危险，有可能将改革引入歧途，进而造成WTO成员的分裂。真正的病根很显然是单边主义、保护主义和霸凌主义，它破坏了基于规则的多边贸易秩序，损害了世贸组织的权威性和公信力。携手抵制这些错误倾向是我们共同的责任。
Firstly, China cannot agree with the EU’s assessment that the current crisis of the WTO roots in the lack of rules to address distortions caused by so called “non-market policies and practice”. It is a dangerous misconception, which will lead the WTO reform to a wrong direction and bring about further fragmentation among its members. Many of us believe that, it is the unilateralism, protectionism and trade bullying that are undermining the rules-based multilateral trading system and jeopardising the authority and credibility of the WTO. Therefore, it is high time for us to shoulder our common responsibility to resist protectionist tendencies.
第二，我们担心欧盟的贸易政策变得“更具防御性”，而且这些担忧并非空穴来风。请允许我举一些实例：
Secondly, the EU’s trade policy is moving towards a “defensive” path. Please allow me to list some concerning facts:
欧盟是贸易救济措施最频繁的使用者之一，且其中不乏歧视性的做法；
- The EU remains one of the most frequent users of trade remedy measures, some of which are discriminatory;
欧盟实施过于严格的外国投资审查制度，特别是加强审查第三国国有企业的外资并购，容易导致滥用安全审查、歧视特定所有制企业；
- The EU introduced new regulations on foreign investment screening, in particular regarding acquisitions taken by non-EU stated-owned enterprises. We are concerned that this may increase the risk of the abuse of national security review and lead to discrimination against specific ownership enterprise;
欧盟继续维持对农产品的高关税保护，关税结构复杂，多使用关税配额，市场准入鲜有改善，农业补贴规模居高不下，对国际贸易造成扭曲；
- The EU maintains high tariff and numerous TRQs in its agriculture sector, and little improvement was made regarding market access and agricultural subsidies remain at high level, which is distorting global trade.
Mission Letter中提到将加强欧盟贸易工具箱，包括升级执行规定，对采取非法措施并阻碍争端解决程序的成员进行制裁，让我们担心是否存在单边报复的可能；
- The EU seeks to strengthen the trade toolbox including upgrading its Enforcement Regulation to allow sanctions when others adopt illegal measures and simultaneously block the WTO dispute settlement process. While realizing the rationale behind is to react to the challenges we all face, but still, the implication of such legitimized sanctions can be worrisome.
最后，英国脱欧之后，欧盟的关税配额能否确保不减损其他成员的市场准入机会，是包括中国在内的很多世贸成员的共同关注。
- Last but not the least, like many other WTO Members, China attaches great importance to the appropriate allocation of the TRQs between the EU and the UK, with a view to protecting members’ rights of market access after the Brexit.
主席先生，中欧互为重要的贸易伙伴，中欧之间平均每分钟贸易往来就超过100万美元。近年来，中欧合作成果丰硕，完成地理标志协定谈判，中欧班列往来频繁，中欧共同投资基金促进了中欧企业合作，中欧投资协定谈判正在加紧推进。2020年中国－欧盟领导人会晤等高层互动将继续为中欧合作注入政治动力。
Mr. Chair, China and the EU are important partners on trade and investment. Every minute, over $1 million worth of goods are traded between us. The China-Europe freight rail service network has expanded rapidly in recent years. The China-EU Co-investment Fund was established to further promote our collaboration. The China-EU agreement on Geographic Indications was concluded. And the negotiations on our Bilateral Investment Treaty is heading for success. The China-EU Summit and many other high-level dialogues scheduled in 2020 will further provide political impetus to our economic cooperation.
古罗马诗人奥维德说，“一匹马如果没有另一匹马紧紧追赶着它，就永远不会疾驰飞奔！”竞争与合作从来不是互斥的。我们希望欧盟继续打开合作大门，促进良性竞争，呼吁欧盟为其他成员作出表率，保持贸易和投资环境的公开、透明和非歧视，期待与欧盟加强合作，共同维护和加强多边贸易体制。
As the Roman poet Ovid said, “A horse never runs so fast as when he has other horses to catch up and outpace.” Competition and collaboration are never mutually exclusive. China sincerely hopes that the EU will welcome healthy competition, maintain an open, transparent and nondiscriminatory environment for trade and investment. I look forward to our further cooperation with a view to preserving and strengthening the multilateral trading system.
